For Pops campaigns, use the Suggested Base Bid in Campaign Settings to receive optimal volume for your campaigns. The customizable Base Bid applies to new targets you add to your campaign and serves as a benchmark for how your bids are calibrated per Conversion Boost℠: Quality Tier℠. 

NOTE: With Conversion Boost℠: Quality Tiers℠, our machine-learning algorithm intelligently categorizes your traffic into three Quality Tiers based on your conversion likelihood. Customize your bids for each tier depending on the traffic you want.

After you add targets, there are several tools that can help you optimize your bids for the volume you want, and they take about a half hour to appear for newly added, approved, and active keywords/targets. On Pops, you can set Proxy Bids to avoid overspending on competitive targets.
